Yes there is, but I think this is a gray area where it could be against the forum rules to give you more details on it...

Using a proxy to change your ip/location is not illegal.
Hi,

whilst you are correct in saying using a proxy is perfectly legal, there are certain circumstances where a person might use this for a means of going undetected while committing illegal activity on the internet.

bit torrent/p2p software in itself isn't illegal, but we have a strict stance on discussing these at PCHF because it's very clear that people use them for downloading/sharing pirated content.

we're not convicting anyone here, just protecting ourselves and others from any potential problems that may arise from revealing such information
