1400 is the max MTU for some ISP's, such as AOL. It's the first time I've heard that the Windows MTU must be lower than the router, but the Windows MTU can cause the problems your talking about.

Have a look at this document for performing a MTU Ping test: MTU Ping Test

Also, you don't need any software to alter the MTU in Windows, as long as your comfortable using the registry: How to change the PPPoE MTU size in Windows XP

Ok thanks for the reply Madmonkey very helpful. I will take a look at the ping test document too. I am with Plusnet so I am not sure about their MTU settings, it is also PPOA conncetion whatever that means. Thanks very much though.

Boring bit coming up...but worth adding to the thread for future reference:

PPPoA
(Point-to-Point Protocol Over ATM) Using the PPP dial-up protocol with ATM as the transport. Used by some DSL providers, IP packets travel from the PC over Ethernet to the DSL modem, officially known as an "ADSL transceiver unit-remote" (ATU-R). The ATU-R adds the PPP protocol to the IP packets and transports them to the carrier's DSLAM via ATM.

Thanks Smarty, I'm with plusnet too. Good ISP, however their support has gone down hill over the years. I just found out the plus.net MTU is also 1400.

Will mark this one as answered.

Thanks for all the help guys. Yes I agree Madmonkey, plusnet are good until you need support. I was on hold for around 40 minutes when I had problems when first joining, and the staff were pretty dire. Thankfully I have had no need to contact them since so it is not an issue.
