Default [Ref to Gar] Signal strength goes down

100 Mbps Internet Connection
Netgear Router
LinkSys Wirless Adapter 2.4 GHz 54 Mbps

I'm fairly close to the router so I don't think thats the problem. My host computer downloads at about 900 KBs. My client computer so far has been clocked at a high of about 750 KBs. I'm not to sure what the average is because I just set up the connection. My problem is on my client computer. When I switch websites or start downloading something the signal strength goes down to two bars. When I just sit on a page and do nothing it's at four bars. There's a noticeable difference. It stutters or lags a bit. It's very annoying.

Is this normal? What can I do?
