Default File Sharing: Permissions Error

I have two computers linked using a hub and I want to transfer files from one to the other. I have the two computers networked in a workgroup and turned on file and printer sharing. I have also set the files that need to be shared as shared files on both computers. But when I try to access one computer from the other computer, I get an error that looks as follows:

"Computer Name" is not accessible. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions.

The computers are able to communicate with each other(they ping each other without any problems) so I am confused as to why they don't have access to each other. Thanks in advance to anyone who can help with this problem.

Go to controol Panel > Network Connections and to the right where it say Setup home or wireless network click on that.

Then click next, then next, select IgnoreDisconnected network hardware and dont select a network device, Then select other, And select "This computer belongs to a network that dose not have an internet connection" Type in what you want for the Computer description/Computer name then click next,type in what you want for the workgroup name NOTE all computers in your network must have the same workgroup name.

Sorry, I didn't say that I already had the home network set up on both computers and they are both part of the same workgroup. Both computers are running Windows XP.

Set up a common user - same username and password (Admin permissions) on both PC's.
