Default Barebone - No Boot, Tried the obvious (i think)

New barebones from tiger direct

450W PSU
Intel945GCNL Mobo (socket 775)
Intel: 2.2 Dual Core Chip

Problem:
The items listed above are the ONLY items aside from a chip fan that are in the case. PSU has the 24 pins of power to the MOBO and the 2x2 plug is also plugged in. Chip fan is plugged in as well. On the bottom, I have my audio wire set, and my USB wire set also plugged in. I unplugged the various random LED lights and only have the power switch plugged in on the other set of jumpers. The Bios Jumper is on the default pin 1 and 2.

Ok, now that I told you whats in the case, I will tell you the problem. I plug the power in the back of the case and turn the power switch on the PSU to on. The fan starts blowing on the PSU. I hit the power button on the case and there is a ever so slight sound click that comes from within the case.

(edit)The CPU fan does not start either, just the PSU.
I removed all extra LED's, and only plugged my power switch in and i get the same results. I also took the fan off my processor in an attempt to get some beeps but again nothing. I took my battery out for several minutes, and nothing. There has got to be something crutial I am missing, so thanks in advance!

Did you connect the CPU coolers cable to the mainboard?

^ Yes, i hooked the 4 pin cable on the pins labeled "CPU FAN".

As stated:

the 24 pin to MOBO is connected
the 2x2 to mobo (near CPU)
the 1x4 fan cooler
the 1x2 power switch
the 2x4 usb & audio connections

So I can only suggest:

1. You've wired it up wrong.

2. Your motherboard is non-functional

3. I'm assuming it's an onboard VGA, if not it maybe the VGA card

4. And sadly it maybe the PSU

The way forward, I think, is to test out the PSU in another PC or another PSU in your barebones

Just tested another PSU in the machine, same problem. Fan is blowing, machine will not boot.

I forgot to mention, the Mobo light is solid green and appears to be getting power.

So it's not the PSU.

Assuming it's wired correctly then it has to be motherboard or component.

CPU seated correctly, bent pins?

RAM seated correctly?

Difficult to know what to suggest next..........

Ram has been pulled from the machine to reduce possible conflicting issues.

CPU fan was removed, cpu was also removed and inspected for damage and there no visable signs of damage to the CPU or the mounting area.

The lack of beeps is really throwing me, i intentionally removed the CPU fan and turned the machine to try to instigate a beep and got nothing =(.

Ill let this ride a bit and see if I can find any other solutions, if not ill call Intel and try to see what the deal is.
