Default Cannot enter bios or install windows

After messing around with my computer for over 2 hours I have finally given up on trying to fix it myself and decided to hopefully have my problems solved by one of you. So here it goes:

I just built my gaming tower and not only can I not enter my bios, I also cannot get past the first screen showing what I have for RAM and for my drives. I have tried everything, unplugging everything except for VGA, RAM, and processor, I have taken out the CMOS battery and tried booting up with it in, and after several minutes with it out. I have used the jumper to reset the bios multiple times with no luck. I have tried not having a mouse and a keyboard plugged in. I have switched cables and tried different sockets and madfe sure everything was attached properly. I am tired and just want my computer to work. So here is what I have in the rig:

Gigabyte GA-MA790X-DS4 Motherboard
Saphire Radeon 4870 512MB
2GB OCZ 1066 RAM 2 x 1Gb Sticks
AMD Phenom AM2 Quad Core 9600 2.3GHZ
250GB Western Digital HDD (SATA)
Samsung DVD Drive (SATA)
650 Watt PS
19 Inch Acer LCD Monitor
Raidmax Gaming Case

Like I said it boots up and post gives me the sound that is booting up normally, it shows me all my system information at the beggining screen, and then after that the screen stays black and shows "No input signal". I have tried to put in the windows XP disk as well even to see if it would allow me to format my drive. But then again, since it won't let me do anything I pretty much don't know what else to do.

If anyone can actually get my computer running I would be not only be very impressed but very very greatful. Thanks for any help!!

Can't even get into safe mode. But I did notice something different this morning. I was able to get into the bios menu for about 1 second then the screen went black and the "No input" thing on the monitor came back. Could it be something wrong with my brand new 4870 possibly?

that would be my guess , the 4870 , but thats just a guess . is it a brand new rig or have you already installed windows before ? you have never been able to get into bios?

Thanks to the replies so far and here is an update:

I sucessfully got into the bios ONCE for about 1 second, then the screen went black as usual and I continue to get the "No input" Display on my monitor.

I also was able to get to the menu showing which boot type I want from my mobo but again, it lasts about a second and then goes to "No input".

I am wondering if faulty RAM could be the cause? Or is it the VGA?

And the computer was just built with all new parts last night, so everything is fresh out of the box.

can you check your cpu is seated all the way along with the heatsink and fan please? if all thats fine i would almost say a bad motherboard or graphics card , but yes it could also be the ram , i dont think so but its possible , also make sure the graphics card is seated proper too.
