Default Motherboard Issues, EPS12V Connector

Hey guys i have a xfx Motherboard, 2 Gig's 800Mhz Ram, 5600 AMDx2, 400/w Generic Power Supply.

My Question is I put together a new build today. Connected everything, Including drives and Front panel connectors. Powered and plugged in the peripherals. And pressed the power button, and NOTHING Happened! It didn't even try to Power up, Let alone try to do POST. I tried many things. Reset the bios, Check to see if the SB (Start Button) was on correctly. Tried to Manually start it with a piece of Metal, and i get nothing.

Now i do however have a EPS12V Connector on the board. (its a 12v Connector, with 8-pins) Does the motherboard need this to boot? Or even turn on? I thought you could turn a computer on without these, Just it would be unstable. Was i misinformed? Or is it the PSU?

Update..

Motherboard is XFX 8200 Geforce
- Red and a Green light is active and Bright on the motherboard when PSU turned on

PSU Has been tested on a P4 Computer with a 20-Pin connector and power without CPU/Ram Installed and Power did turn on. Current MB Uses 24 Pins, PSU has 4-pin Adapter.


Note: Do i need to use all 8 pins for the 12v MB Connector? or 4 pins?
