Alright im going to put one rail just to the video card and and disconnect all the like cathodes and stuff i have and the extra hard drives and see if that fixes it
Okay i looked and the video card's "rail" is only one connector and its the one plugged into the video card, Well anyway I installed vista ultimate eveything is working fine i goto install the drivers they install then it says restart so i do and now it doesnt boot i am in safe mode at the moment it shows the windows vista loading bar then after that it goes away and the screen stays black but my monitor doesnt go on stand by i have NO IDEA what it could be

I don't think you have the concept of balancing down, but the computer is working, so at this point maybe all is well.
Just a suggestion: As far as the Vista install problem, help might be faster in coming if you start a new thread in the Vista section.
