Have you installed all other drivers first. E.g. latest chipset drivers, etc you can download them from the internet or install off mobo cd then update later?

If not install them first then install the GPU driver last.

Hey guys I tried plugging in the monitor to the first dvi port on the video card and installed the drivers and I went to go install the video card drivers the newest version and it the same thing it installed half way then went to a black screen with a blinking cursor in the top left so I left i came back about 4 hours later and it was still there so right now i am reformatting with windows xp pro sp2 and going to install all of the motherboard drivers and install the video card last another thing that happened was after i tried to install the video card I could not boot to windows it was saying i was missing HAL.dll so if this format doesnt work I am going to buy windows vista ultimate and try that thinking maybe my hardware will work better with a 64bit operating system any suggestions you guys?

Have you balanced the +12volt load between the 2 rails?? If you haven't, you are overloading one rail and for a 680 watt (total) PSU, the available current on each rail is on the low side.

If the load IS balanced, I don't have a clue what the problem can be.

Your new PSU has two +12 volt outputs. Each output has it's own group of connectors. If you connect all or most of the equipment (HDDs, Optical drives, etc.) to one output (ie: rail, common group of connecors) you will be no better off than with your old power supply.

IMO, that is the main problem with multi-rail power supplies. That is, you have to know what the power requirement of each hardware component is and make your connections accordingly.

This should be explained in detail inside your owner's manual.
