It actually makes perfect sense. Think of it like this, what happens when Windows is up and running and you disconnect the drive from the PC? The HDD is removed from Device Manager. When you plug it back in again, Windows detects a newly connected device, and installs the drivers for it. BIOS is no different. Once the hardware is disconnected, it is no longer part of the PC. The BIOS was designed to work this way, but they may not have accounted for some people who don't want it added to their boot priority. Does it stop you from booting?
