Default Help please!

hi, i am not sure if this is the right section to post this but here goes! I am in the middle of building a pc for my parents, its nothing special, just a cheap machine for them to do whatever onl. I have got everything built up ok, i hit the power button and the processor fan spins for about a second and then stops, as does the fan in the PSU. I initially thought it was a faulty PSU, but i have tried another I know for a fact works and it does the same thing. I am really stumped as to why it is doing this, would it be a motherboard issue? Any help you could give would be greatly appreciated, I was planning on having the system build this evening!
