Well it certainly won't boot correctly or fully if it is instantly overheating..and your description of it only powering on for a few seconds (enough time for an incorrectly cooled CPU to overheat) could be due to just that, the CPU cooking. Re-visit the whole paste application and if need be, get yourself some decent compound such as Arctic Silver. Apply a really thin but covering layer to the die on the CPU.

I hope it isn't but changing the paste is the cheapest option. Hey, if it is fried then at least you'll have some quality paste to use next time....

Do yourself a favour in the meantime too, just make sure that EVERY connector, card, stick of RAM and plug is seated firmly on your motherboard.

Actually come to think of it, my cpu came with a little black foam square thats just the right size for the cpu. Now isnt that a thermal pad? If so i feel like an idiot

Probably a pad-- but I'd suggest waiting for the Arctic Silver-- much better cooling with it than a pad Those pads get really stuck on there-- if there's a problem later on-- like a dead heatsink fan-- they can be a bear to remove
