Default USB 2.0 PCI Card Trouble

First, I'm not really sure where to put post, so if its in the wrong forum please move it.

So recently purchased a Hi-Speed USB 2.0 Card for my computer, I had been using just a USB 1.1 but decided to upgrade. So I installed it and according to the instructions I installed it properly yet it still transfers data at USB 1.1 speeds. The drivers and everything should be up to date since i used the drivers that came with the PCI card. Is their Something else i need to do to make it go at USB 2.0 Speeds. I am currently running windows 98se if that info is needed.

Here is a link to the product that I bought if that helps.
Newegg.com - Koutech PCI to USB2.0 Card Model IO-PU520 - OEM

Any Help would be greatly appreciated.

Thank you

Hi fritz,

Unfortunately the drivers that come with hardware are normally old. They're normally the original drivers, or the latest that were released at the time of the CD making.

The problem may infact be Windows98 SE.

USB was only just becoming mainstream when 98SE was released...so I doubt it has correct USB2.0 drivers.
