Welcome to PCHF, we have a wonderful team of techs here, and I am sure that we can help you sort this out.
First of all, I just need to make sure that the copy of XP that you are installing is a legal copy, to rule that out as a culprit first.
Second, assuming that you are indeed using a legal copy, make sure that the CD is free from scratches and dirt, try using FDISK to wipe out all of the partitions, then reformat and try the install again. If you get the same results, run ChKDSK and make sure that the HDD is not damaged, (I know it's new, but it's not unheard of). Sometimes the old ways are the best,

Also, you may want to reflash your BIOS, although that one is a longshot.
