No, the usb hubs will show up on usb1 or usb2 when the controller is enabled, its not specific to either. Sounds like you have one of the hubs disabled on the Belkin. You should see something similar to this in device manager now, depending on motherboard and controller.

usb root hub If you have a red x on any of these 4 lower entries, right click it and choose enable. This is just an example of what it shows on mine.

If it still wont work, maybe try the mfgs website FAQ. I use Stratitec cards because thats what i can get locally, and ive not had a problem like this on any machine yet, except when the controller for the usb1 was still enabled. Belkin makes good products and their support group, or someone else here may have the answer, but im outa suggestions, sorry i couldnt help you.
