Default Possible fried motherboard or power supple need help asap

I have a problem, my sister just spent almost five hundred dollars on a computer from some ne computer shop in our little town. She has had problems since she got it. Like it didnt have an operating system and the guy lied to her about it and she had to bring it back in to get it. well tonight we got back from the movies and she had gotten this computer yesterday back from the guy with the operating system in it. She said that he had it plugged in when she arrived and he was installing some anti virus software on it so he knew it was working. While when we got back she plugged it in and it made a little noise. So she quickly unplugged it and put it in a surge protector and plugged that in. While the thing litterally started to smoke and made a noise, so we know it got fried. She opened it up and she says that nothing looks fried, so we think that it was the power supply. By anyway is this his fault? Did he sell her a bad computer? Even if he did, and nothing in there looks fried, could we possibly just replace a power supply and able to salvage the pc itself? She needs this to goto school. Im asking for help because if by any chance this is his fault I want him to put a new power supply in the pc for free. Ill take some pics of the inside and put them up so you guys can see. I need to know asap because she is going to take it back tomarrow.

Welcome to PCHF.

It doesn't really matter what it is , unless you dropped the pc or dropped water over it or something like that , smoke coming out of a brand new pc would be covered under warrenty id say.
