Oddly can't find a Webcam driver for XP for that model as per here:

Toshiba Support - Content List

I think I'd go to the device manager and disable the webcam and report back

Webcam is built into the monitor bezel--

You down-graded from Vista to XP?
Therein might lie the problem... it seems the drivers for the webcam and your video adapter don't exist for this model-- with XP as the OS. Not at Toshiba.

The Chipset and Graphics on that model are Intel, however-- and I did find a driver listed for the Graphics portion-- from Intel.
I want to be very clear-- I am not certain that this will work--and it will probably not help the webcam-- but if you can get the graphics functioning-- you could always add an aftermarket webcam, yes ...?
If you want to try the driver-- it is here:

Mobile IntelŪ 965 Express Chipset Family IntelŪ Graphics Media Accelerator Driver for Windows* XP (exe)

That was what I was referring to... the maker had set his sights on running this with Vista-- but you are not alone wanting to "downgrade" to XP. Unfortunately-- they are under no obligation to write drivers so you can do so.
Therefore if you want to keep XP-- you have to go looking for alternatives to make everything work correctly. The Video driver is a major part of any Windows OS-- if it's not correct, nothing works properly.
XP is probably running a generic driver from it's own database currently-- on your machine... so this driver should work-- perhaps a bit better.
