Default turning monitor on AFTER boot up

I need to have a screen for public presentation. Is there anyway to keep monitor offr during the boot process and have it started AFTER windows starts (desktop appears).

That would be exactly what I need, and have it should be done automatically

I searched Google for hours, but all I can find is people who have problems with their monitors

Unfortunately this system needs to be automated (without a live person on the scene).

I know how to build a script to power on the screen, but absolutely have no idea how to keep it off during the boot.
