Welcome to the PCHF Brandina.

Is this an LCD or an old fat bottomed monitor?

Have you tried just simply unplugging both power and video out, and carefully plugging them back in?

Hi Brandi

In old CRT's just like a TV there are 3 "Guns" that fire colour at the screen, Red, Blue and Green.
In your case the Blue Gun is dying, so it's time to get a new monitor end of story.
