Default New PC will not POST: Motherboard or RAM?

I recently built a PC with an NForce4 motherboard, pc2700 ram, and an AMD Athlon socket 939 processor.

When I power on the PC, the lights come on, the fans whirr, but the screen stays blank and it gives a beep code of an undefined but definitely over 13 beeps of an even, long length:
BEEEP BEEEP BEEEP BEEEP BEEEP BEEEP ......
(maybe four or five Es each)

We got online and looked up beep codes: Some AwardBIOS sites said Motherboard, some said RAM.

We do not know whether either of them are good.

Hello ashuaki, welcome to PCHF.

Obviously depending on the make and model of your motherboard, but if the beeping never ends, it is normally RAM. Have you tried to try each RAM stick individually?

each stick individually in each slot individually, and swapping positions in motherboard. same problem no matter what. doesn't that sound like static damage on both sticks?

Could be, poor quality, or incompatible. Did this problem start suddenly?
