Is that with the anchor or without the anchor?

One think you need to remember about the bandwidth you sign up for. That bandwidth is only between you and your ISP server. That is why you can sign up of 20 meg and only get 12 meg actual. If you only communicated between you and the ISP server, you would see your 20 meg bandwidth.

If you communicated through your ISP server to a server somewhere that only has a 64K internet access, then your actual bandwidth would be 64K even though you have a 20 meg bandwidth potential.
