Welcome to PCHF spike

This used to be a fairly common problem. Most times when someone had connected the modem to the phone, and then the phone into the wall. Is this how you have yours set up?

Also, another option is in your BIOS settings, there may be an option which states something similar to "Wake Up on Modem/Dial/Tone" this may be set to "Enabled".

This is an internal modem, correct?

Well, as you're in Australia, might I recommend you throw it away and upgrade to broadband?

There are deals with adsl that blow dialup out of the water. And even then, it's still cheaper then dialup / month.

If would also fix the issue at hand
