OK, caveat, I have zero experience with Vista, I stay away from Microsoft beta's until they have been seriously released, and then I wait for the patches to slow down.
That being said, I would suggest that this is a registry glitch. You have a couple of options. If you feel comfortable searching in your registry I can give you instructions that worked in 98, ME, and XP.
If you are uncomfortable, you can try using RegSupremePro from my signature. I am not sure if they are geared up yet to address any differences in Vista.
You could do a search for Nero on your PC to see if there are any traces of the install still showing that you could manually delete. But that may not resolve the problem if installer still has Nero locked in.
You could try a different uninstaller, Spybot S&D has worked for me in the past when Windows wouldn't.
It appears that there are some uninstall issues with Vista, you may want to emply Microsofts experts with this issue as well. This assistance is for OneCare uninstall help, but they may have information about general uninstall issues as well.
