Pending: Newbie needs help?

Hi Everyone, what a useful website to come across. I have a "random" internet problem, and I'm afraid I don't know the proper names of pages etc, but I will try to be clear. From the search engine page "list of all the websites" if I click on website I get a message saying "Internet cannot display web page" however if I click on cached it opens. Also get this error message when trying to access hotmail?

When it states Internet Explorer cannot display webpage, does it show a error message such as 404. Because it's a good chance the website is down or gone for good.
