If you've been running an NTFS based operating system such as XP or W2K for as long as you can remember then you won't need Fdisk.

If you want to re-install just plop the XP disk in after making sure the bios is set to boot from the cdrom first and away you go.

'Internet Options' in 'Control Panel' has disappeared for new user account

Thanks to everyone for their help. I have decided to go for a fully clean re-install, having backed everything up to a seperate hard-drive.
I have run out of handkerchiefs since making this most difficult of decisions over the weekend, contemplating all the hours ahead of me putting things back in place - still, at least I will be throwing out the garbage I suppose.
