Hello MrBloby,

It sounds like one of two things, possibly malware from a particular site he had visited, or more likely, something that he installed, most likely security software?

It really depends on what he has installed, there are many out there, but they can normally be configured or disabled.

If you can tell me what software he had installed, I should be able to talk you through configuring it properly.

If not, take him through PCHF Prework, and we can rule out both software and malware with one stone!

Well Avast doesn't block an internet connection, which in this case is port 80 by default, so unless he had configured it to do so (i seriously doubt), then try to uninstall it. Also, try to disable the Windows firewall to make sure it had not been added here (My Computer, Control Panel, Windows Firewall).
