I suggest you go to a recognized speed tester:

Speedtest.net - The Global Broadband Speed Test

Keep a log of your upload & download speeds for a week or so & then have a real blast at your ISP provider. You must have real facts before you can complain.

Sadly you, like myself & many others, who live in the sticks will at this time never achieve anything like 8mb.

Well better than 150kbs! and certainly better than dial-up (48kbs)

Your local college will almost certainly have a dedicated "pipe" to the local exchange which has to take care of ALL the students & staff.

As I said, keep a daily log, & then complain. It may work...................

As long as your living in wales you will never get as much as your ISP tells you, it also depends on the time of the day that you are downloading, for example your speeds will be slower at 8PM because that is a popular time to use the internet, but if you were on at 5AM you would have much quicker download speeds.
