While I study this problem let me ask a question. When you made the changes to your router did you reboot all of the components? Try turning the modem, router and PC off. Wait about 15 seconds then start by turning the modem back on. Let it settle down then bring up the router. Let that settle then boot the PC... I know this sounds silly but this lets everything update properly...

Again, I am positive that port 21 is forwarded to 192.168.0.4 (PC's LAN IP), and ports 8081-8100 (for PASV) are forwarded there too.

Things look right in the logs Tony. I am wondering if your ISP is blocking port 21 incoming. Some ISPs really don't want you running home servers. Something I had forgotten to mention is that to keep from confusing your router you need to give your network adapter a static IP. That IP needs to be outside the DHCP range. If your router hands out IPs from 1 to 50 then set you IP in the upper range say 60 to 100. Check your manual for the DHCP range and settings....
