Default [Pending] Downloads Randomly Stop

Ok, so I'm running Windows XP Pro SP 2. Recently, any file I try to download (over say 20 megs) will at some point randomly freeze up. I didn't have this problem before Monday, no I didn't install any new software. Here's what I've down so far to troubleshoot this issue.

Tried disabling my AV (Bit Defender 10), no effect

Plugged in a different NIC and disabled the NIC on the mobo, no effect.

Tried a different ethernet cable, no effect.

Spent 1.5 hours on the phone with AT&T DSL troubleshooting (resetting modem, power cycling modem/system, they ran DSL line checks, etc), no effect.

Tried download managers, no effect.

Tried IE instead of FF, no effect.

Tried an XP repair, no effect.

I connect straight to my DSL modem so it can't be a router issue.

Beyond this streaming audio/video cuts out on me and it never used to. Again this happens at seemingly random points during the stream but rarely makes it more than 40% or so through it and generally less than that.

If anyone has anything to try out other than deleting my partition completely, recreating the partition and reinstalling XP I will give it a shot. I hate doing that stupid reinstall stuff, it just takes forever!

Thanks guys

Other things I've tried:

Ran Ccleaner, both to clear IE/FF files but also for registry fix.

Uninstalled IE 7, reboot, reinstalled IE 7.1 (I think it's 7.1, w/e the new one is).

Neither had any effect :-/

Update #2:

In the Windows Firewall I see the following message displayed:

The network settings have become corrupted. To fix this, click restore defaults. This will delete all your settings for Windows firewall and may cause some programs to stop working.

So. The only way I see to fix this is to reinstall XP. When I click restore defaults that window doesn't change, it just sits there. So whatever it is that's screwing with that thing isn't going away, and I can't find a way to fix it. I've found a way around it seemingly by just turning it off for the moment.

Ideas?

Hi there.

You may want to try this before you consider re-installing everything: System File Checker

Well that sure reset a lot of things but the issue remains. With the firewall turned off I can do w/e I want, streaming, downloads, everything. Turn it back on though and it is messed up again.
