Default download speed problems

i have dialup with netzero , their hi speed package. when i connect to the internet it says im connected at 26 KB/sec, same as all other isp that i have tried. when i first start any download it says that i am downloading at 50 kb/sec and sometimes faster, but within a few seconds it will eventually slow down between 500 bytes and 2 kb/sec. at first i thought it was an error that it was downloading at that speed when its 2x more than my connection actually is. but then i look at how much of the data has downloaded so far and it says it did download at roughly 50kb a second (within the first 5 seconds it will download about 300 kb but then slows down, it takes about 1 hour to download 2 MB usually.) i live so far out into the country that dsl or fibre is not availble yet and satalite interet is too expensive. some people say that my phone lines are so old that they dont support the hi speed internet, what i dont understand is if it can do 50kb for a few seconds then why cant it always be that fast, is there a setting or a program that will speed it up as fast as it can? and its not just downloads that are slow, web pages like PCHF take about 15 minutes to load

to PCHF.

There are many factors that contribute to slow data speeds on a dial up connection.
Keeping your drivers up to date will help. Increasing your computer's RAM will also help.
Cleaning out the Internet cashe regularly will also help.
