Default Bandwidth

Okay so I have a DSL 256k connection and I have a 3 PC home network. I also have a sister that uses 2 of these PC's at the same time to download files and music on one and the other she uses to surf and chat etc. But she is hogging all the bandwidth by doing this and its quiet annoying having to pay for a broadband internet connection and get a worse preformance than a 56k dial up while shes over there downloading and surfing to her hearts content. So is there anyway i can limit her bandwidth usage on these computers or anything to boost my connection speed?
