Default Weird and Frustrating Problem

Hi. I'm wondering if anyone can solve a re-occurring problem I am having. When I connect to the internet I can surf and talk to friends for awhile. But then something strange happens. The style of my windows seems to change really quickly to a windows 98 kind of styled theme and then back again. When this happens. My internet shutsdown and I cannot reconnect and end up have to restart. It says that the connection is busy.

Now, as I said, this has been happening for quite sometime. And it is really starting to bug me. Is there any knowledge about this problem out there? Help would be GREATLY appreciated. Thank you.

Create a new user in Control Panel > users > new and test this user profile to see if it still occurs. If it doesn't then we'll help you transfer your programs and settings to the new (non-broken) profile.

Ok. I've made a new user. I'll let you know if it happens again or not later.
