Default Downloads really slow

I recently formatted and after getting everything setup i noticed that my downloads are going no faster than 55kbs. They were going at around 320 give or take. This applies to ALL downloads whether its in Firefox, I.E., Torrents, or even in games when i have to download something.

My internet seems a little slower as well but not a huge difference, and the same with my online games.

I have a belkin F5D7230-4 router. And at first i thought it may be my Ethernet plug so i bought a new one but no help.

One thing i noticed is that the 1394 network adapter isnt working, (no packets etc) and its set to 400mpbs and the one thats actually working is only at 100. Not sure if this is the problem but...anyways thanks for any advice.

What does the router say your connection speed (to your ISP) is?

Not sure how to find that? If you mean my actual speed its at about 404kbs but before it was at around 3000kbs.

One other thing i forgot to mention is that the WAN light on my router is orange, sometimes sold and sometimes blinking. Its supposed to be solid green.
