Default [Fixed] PC fails to Log on to Various sites

This is my first post so forgive me if I am posting in the wrong place.
Problem
I recently changed my ISP and now find that I am unable to log in to MSN Messneger. There are other websites too but I would like to deal with Messenger first. I have three PCs all connect vai a D-Link Router to my Broadband ISP. All three give the same result when I try to log in to MSN. "Site is too busy, try again later. In the case of my No.1 PC (P4 3Gb Processor) I uninstalled Messenger thinking a reinstall may resolve the mater.
However not so and worse my browser will not access the MSN Messenger Download site, so I don`t have the program now on this PC.

Any helpful suggestions will be greatly appreciated.

Not a big problem, but you have indeed posted this thing in the wrong place.

About your problem, could it be that you're behind a proxy?

How do I know if it is behind a proxy??
