Default [Answered] cannot connect

I cannot connect to my dial up connection. I cannot add a dial up connection. There is no dial up connection. When I try to open up dial up tools I get error 711. Help & Support say to start Remot Access Service Manager. But when I try to start I get error 5: access denied?? This could possible be virus related. I did remove the hard drive install it into my computer and run virus scan. I found 26 infections and deleted them. But I had this problem before I did that. Can anyone help me or do need to format c: ????

Can you download Hijackthis from my signature below, and save it to your document's.. And did you take the hard drive from another computer or did you just take it out of yours and replug it in?
