Heres what it says in the fine print so maybe might be your culprit

In the early 2000s, all major web browsers except Internet Explorer (then the most popular browser and still as of 2004) allowed the user to block unwanted pop-ups almost completely. In 2004, Microsoft released Windows XP SP2, which added pop-up blocking to Internet Explorer. Many users, however, remain unaware of this ability, or else choose not to use it. Some users install non-Microsoft ad-blocking software instead. Advertisers continually seek ways to circumvent such restrictions. Many of the latest pop-ups are created using Flash and have extensive animation and trickery.

Tried that (turning it off), no success.? Do I need to restart for that to take effect, or should it be immediate?
Should I just remove it then?

you can unistall it.. But if you paid for it even a buck lol? would keep it,. But like I said I know you would have to close internet explorer and come back or go to where you know there is animation to see if it is working.. There should be an option somewhere in there to lower the levels

Heres what mine does if it is up to high

I changed back to default in advanced. I know the animations were working about 3 weeks ago because I made a powerpoint and had no problems.
