These pics are "favicons" - little pictures that websites (like PCHF) attach to their url when you save it into your favourites. They will disappear when you clean out your temp internet files.

yup - re-visit the site that you saved in your favourites and don't clean out your temp internet files

IE clears the old cache whenever it runs out of space to store new cache files. So it is inevitable that the cache is cleared. If there are a few shortcuts that you use frequently and want the icon to remain on those, you can download the icon from the website and save it to a local folder. You can then edit the favorites link to point to the icon on your computer. The favorites link is just an internet shortcut which is just a text file. If you open the shortcut file using notepad (you can drag and drop it into notepad), you will see a list of name-value pairs. Just look for the entry called "IconFile=http://...." and change it to point to the local icon.

There used to be a program I used awhile back so I do not know if it still available.? It would keep your 'favicons' even if you cleared the cache.

If web site no good, maybe a search for the filename.
