To make a USB drive bootable, download the HP USB Disk Format Tool:

HP USB Disk Storage Format Tool - v2.1.8 Download - EXTREME Overclocking

After the setup is finished, it will create a folder C:\Drive Key (assuming Windows is installed on C:\), and a shortcut on your desktop HP USB Disk Storage Format Tool

• Click on the shortcut (Run as Administrator in Windows Vista)
• Select the device
• Select the File System: Chose FAT32

(Now the option "Create a DOS Startup Disk" is no longer grayed out)

• Enter a Volume Label (in this case Tools).
• Chose "Create a DOS startup disk, using DOS System Files Located at:" point to a bootable floppy (preferable) and press Start.

That's it. Now you can put all the programs you want on the USB stick, and run them from pure DOS

Hard to imagine, that a program simplifying things so much, was on the Company Network for so long mostly unused.
