Default Not being able to install Windows. RAGE!

So i come home and install my Hard drive and out my windows CD in and everything is going nice and installing windows then my computer just turned off for some reason so i make sure everything is hooked up right it is and so i turn back on with the CD still in. Now it goes to a screen when loading up and says Windos recovery options hit R to select options. Well i hit R and nothing happens. I know my keyboard works too because i went to BIOS and it worked. Ive been trying to fix this dang hard drive problem for 2 weeks, im so close please someone help quick D:

Surely just do a brand new Windows installaltion to include deleting existing partitions & creating new ones

Step by step. I turn my comp on, put the cd in. It runs, says press R to see windows recovery options. I hit R and nothing happens.

Unfortanelty thats it because it wont let me press R for some reason.

is the boot sequence set to boot from cd first ?
when the black screen first comes up and says "press any key to boot from cd " do you press a key and make it go through the set up ?
as this should go through the set up and part of it will say there is already a windows installation on the c drive , click to do to next part and you should have an option to format the drive
