Welcome to PCHF
You will need to clone the 8GB drive to the 30GB using a program like HDClone ( there is a free version) and then resize the partition to utilize the other 22GB on the drive. the program Partition Magic can do it for you but it's not free. I'm not sure if you can resize through Windows because I've never had to do it, but I'm sure someone else on here will know.
