Default transfering files from old HD

My friend's mobo crapped out on him so he built a new computer. He wants to transfer all the files on his old IDE harddrive to his new SATA but the problem is, his IDE harddrive is password protected so I can't copy the files to the SATA. I tried booting from the the IDE so that he can login to his account but Windows doesn't load (not even in safe mode). Is there anyway to bypass the password or to get Windows to the login?

If it's a file permissions problem login as administrator and then take ownership of the files and folders. Once you do that you should be able to copy or move them to the new system drive.
