Default unerasable data

hey all
im trying to erase something on my secondary drive but the thing is i formated my bootable HD and now i dont have the rights to delete it and cant put the administrator user as the owner. since its a 12 GB file i would like to get rid of it so is there any way of deleting this file other than formating the drive?

tried it and doesnt work
the file is a .tib (acronis image file). I tried renaming it, move it and delete it and all it does is tell me it will do the requested action at next reboot but it doesnt change anything. Do i have to do it in safe mode or is there something i should do before deleting???
