Default Problem adding second drive

I got a problem. I plan on formatting my main hard drive and re-installing Windows 2000 due to lots of problems I'm having with my PC's performance. So I have bought a second hard drive to back up all my information. I installed the second hard drive (what seems to be succesfully). The Bios recognizes the hard drive at start up, Windows even recognizes the hard drive in Device Manager. But for some reason I can't access the hard drive either through My Computer or the Command Prompt.

I am confused as to what to do and my PC performance is quickly spiraling out of control quicker than Michael Jackson's plastic surgery. If someone could help me out It would be greatly appreciated. Thanks.

P.S. Though I am not sure exactly what the "slave" jumper setting is for my back-up HD. I know which one is the master and I've tried it on all of the other settings and I still get the same result.

If you can see the drive in Disk management in Admin tools Sport then just format it.
Stick the drive as Secondary master on IDE2
