No you need to go into the bios not F8 Safe Mode Start up options.
Forget all about tapping F8 for the moment.
When the pc first boots up and you see the post screen a message will/should appear saying "Press F1 to enter Setup", F1 is just an example as on mine I have to hit Del.
This will take you into the bios and it is here where you need to change the boot option.

If I do that, and select start up options, I just get the same menu as if I press F8.
And the pattern is the same.

Within the BIOS, not sure what else I can do.

Have a look at the pic below, this is the bios screen that you should see when you enter the bios.

Looks similar to that, but I can't see anywhere where it clearly gives me the option to boot the devices in order (as your pic clearly shows).

It gives me the option to disable/enalbe certain drives etc, but the boot order menu is the same one I get when I press F8.
I will look tonight again.

Ok I will also have an image of an F8 screen when you return as it's too large at the moment to upload.

I can get onto this screen, but cant move the highlighted bar away from "Start Windows Normally"

As I have said before G this is not the screen you want to be on.
It is the bios screen you need to see and you will have to look most carfully to find the "Boot" section.
Look at the very topmost piece of that shot and you will see the pic says Boot, some bios's have the boot options under Advanced like to the left yes.
