Either the floppy drive is not connected securely or the ribbon cable could be the wrong way round, (way to tell is if the floppy drive light is on all the time).
If you do get your floppy drive active you need the 98 boot disk and at the A:/ prompt type Fdisk.
Examine the partitions and choose to delete all non-dos partitions.
If you want to install XP again don't even bother formatting the hdd just make a primary dos partion.
To boot and format with the XP cd make sure the bios is set so the first boot option is the cdrom.
Insert the XP disk and, after it's looked at your system choose to format from there.
