Try this.
Connect the drive and make sure it's powered up
right click on "my computer"
>> "manage"
>> click on "device manager"
>> on the computer name in he right hand pane right click on 'computer name' and "scan for hardware chenges"
see if the drive has been picked up.
OR
In the "Disk Management" section of the "computer management" console at the top click on "Acton" and then "refresh"
If the disk is not shown here you might have a faulty disk (I say this because the USB cable seems ok by the fact that you have used it with a CDROM drive)
Ideally try testing the disk drive in a pc which would show wheather the drive is faulty or not.

Default Problrm solved: Thanks a ton PC Help Forum - Radar!!!

Thanks a lot buddy! Your second option worked.

I went to in the Disk Management, I was able to see this "Mysterious Drive", i right clicked made the drive online and then i was able to format it.

Thanks a lot buddy for your help and co operation.

P.S: For your info I even asked Segate support and they advised me to use the Master Jumper setting.
