I've followed your instructions accordingly and installed the old drivers. There seems to be a small increase in FPS (not sure if it is due to the server being unpopulated now as it's right after maintenance, I'll keep this updated tomorrow), but still nothing above 30. What now?

Wait, this is an online game? Sorry, didn't know that. It might not be a video card problem, but a internet connection problem. You video card can only draw the frames that it get's the info for. One of those video card benchmarks should tell you if you have a video card problem. You can then test your internet connection by going to Speedtest.net - The Global Broadband Speed Test and checking your connection speed. There's also a connection test called a tweak test that can diagnose whether xp is optimized for your particular connection speed. You can run it here - Tweaking for speed - dslreports.com and it will advise you on any changes that can be made. There's a program called DrTCP that can be downloaded from the tweaks test page that will allow you to make those changes easily. There's also more tools if you go to Speed tests and problem diagnosis tools - dslreports.com that will let you do speed tests or line quality tests which will tell you if it's you have a poor quality connection coming in to your home.

Edit: I just looked back and saw that you're running vista so the tweak test won't help you out any. The speed and line quality tests still may though.
