We need a bit more info, what GFX card are you upgrading to and how many Watts is your present PSU?

Yes, upgrade your PSU, not just because of the card but 250w is VERY low by todays standards, I recommend 350w as a good minimum (for those with the 1 HD, 1 CD/DVD, low spec systems). Go here: eXtreme Power Supply Calculator Lite v2.5 and fill in the questions as best you can, then add 100 to the number it gives you and you'll have your minimum...if it comes out as less than 350w I'd still get at least a 350 to be safe

It will still work but as I found out when I had an underpowered PSU, what will happen is that when you are playing games the card will cause the picture to lock up, freeze or the screen will go black
