Question vsync

How do I change it? I don't see any option for it. Do I need special software or something?

I have a ATi Radeon x1650PRO 512MB video card.

Edit: OK so I downloaded CCC and I see a composite sync option. Should I enable this or leave it be? I'm using a Dell P990 if that helps.
