Default Visual pattern?

Um this pattern seems to appear quite randomly.... When I hover over icons on the desktop, the message seems to cast a shadow of the same height of the message, but stretched across the right side of the screen. I don't know if this is monitor or graphics related, so I put it in Graphics. This also seems to effect games that I play as well... If anyone can shed some light on this, I would be grateful.

Thanks

Hello Dave
What are your PC specs? Once we know that, we can get you updated drivers and see if that solves the problem.

Sorry for double posting. The Edit button doesn't seem to show up on my latest post so I have no choice. Anyways, I think this is a better example of my problem.
